- Discussions are taking place in Geneva, Switzerland regarding the possibility of having a Preliminary Round before the actual qualifiers for the European Championships of the year 2004. The bigger countries are in favour of the introduction of a preliminary round for small countries like Malta, San Marino, Liechtenstein, Faroe Islands and others, and those who qualify then face the bigger countries in the groups. However UEFA is against this proposal since it claims that open competition raises the level of football in the smaller countries. In the mean time, as regards UEFA competitions for clubs, it seems that some of the european FA's are against the unification of the Cup Winners' Cup and UEFA Cup into one competition.
